EV time-of-use rates
some utilitiesDelmarva Power, which serves most Delaware electric customers, offers an optional residential time-of-use rate plus an EV-specific TOU calculator and program. Peak runs noon to 8pm. Municipal utilities and the Delaware Electric Cooperative are more variable; most still use flat residential rates.
Net metering / solar+EV
full retailDelaware credits residential net metering exports at the full retail rate across all electric utilities (Delmarva Power, Delaware Electric Cooperative, and the municipal utilities). Systems are capped at 25 kW residential and must be sized to produce no more than 110 percent of the prior 12 months' consumption. Customers can elect annual cash-out at retail or roll credits forward indefinitely.
Right to charge
No statewide statuteDelaware has no general right-to-charge statute. HOAs and condo associations in Delaware retain discretion to restrict or condition individual EV charger installations, and no state law requires them to approve a reasonable request from an owner or tenant.
EV registration fees
Delaware SB 30 (2025) created the alternative fuel vehicle registration fee effective October 1, 2025. Fees apply at the next renewal after that date; no retroactive charges.
EV: $110/year
PHEV: $60/year
Public charging network
Tesla Supercharger and ChargePoint are active. Delaware's small size (96 miles north-to-south) means most residents are within range of multiple charging options. The I-95 corridor is well-covered with Delaware Memorial Bridge approaches serving NJ and MD travelers.
Station-network counts for Delaware will appear here once the next AFDC ingest runs.
Regulatory Environment
Delaware adopted Advanced Clean Cars II, aligning with the 2035 ZEV mandate. DNREC administers the Clean Transportation Incentive Program. Delaware's small size and position on the Northeast Corridor mean it benefits from regional charging infrastructure investments.
