Delmarva Power, which serves most Delaware electric customers, offers an optional residential time-of-use rate plus an EV-specific TOU calculator and program. Peak runs noon to 8pm. Municipal utilities and the Delaware Electric Cooperative are more variable; most still use flat residential rates.

Net metering / solar+EV

Delaware credits residential net metering exports at the full retail rate across all electric utilities (Delmarva Power, Delaware Electric Cooperative, and the municipal utilities). Systems are capped at 25 kW residential and must be sized to produce no more than 110 percent of the prior 12 months' consumption. Customers can elect annual cash-out at retail or roll credits forward indefinitely.

Right to charge

No statewide statute

Delaware has no general right-to-charge statute. HOAs and condo associations in Delaware retain discretion to restrict or condition individual EV charger installations, and no state law requires them to approve a reasonable request from an owner or tenant.

Delaware SB 30 (2025) created the alternative fuel vehicle registration fee effective October 1, 2025. Fees apply at the next renewal after that date; no retroactive charges.
