Top-rated states for EV charging
California
California leads the nation in EV adoption with the most aggressive ZEV sales mandate, the largest public charging network of any state, and a layered set of income-targeted purchase programs that replaced the now-closed Clean Vehicle Rebate Project.
Colorado
Colorado hit a national record 32.4% EV market share in Q3 2025 before sales fell sharply in Q1 2026 after the federal $7,500 credit ended and the state Innovative Motor Vehicle Credit dropped to $750. The Vehicle Exchange Colorado rebate, federal 30C residential credit (through June 30, 2026), and Xcel Energy's commercial rebates still combine to cover a meaningful share of vehicle and charger costs for buyers who qualify.
District of Columbia
DC has one of the highest EV adoption rates in the US, driven by high incomes, federal government employment, and a 2035 ZEV mandate. The DC EV Rebate program offers up to $3,000. PEPCO covers 100% of installation for multifamily. Dense urban charging infrastructure.
Washington
Washington has one of the highest EV adoption rates in the country and the most aggressive state mandate: 100% ZEV new vehicle sales by 2030, with Advanced Clean Cars II starting at 35% ZEV for model year 2026. Puget Sound Energy, Snohomish PUD, and Tacoma Power offer residential charger rebates, and WSDOT is moving into NEVI Round 2 on I-5, I-82, I-405, and US-101.
Connecticut
Connecticut's CHEAPR program offers a $1,000 standard rebate for new BEVs and up to $5,000 for income-qualified buyers of used BEVs. Eversource and United Illuminating offer up to $1,500 for chargers and wiring, but as of January 1, 2026 those rebates are limited to households at or below 300% of the federal poverty level or living in High Poverty, Low Opportunity areas.
Hawaii
Hawaii has one of the highest EV adoption rates in the US and strong commercial incentives. Hawaiian Electric's Charge Up Commercial program covers 100% of installation costs. Hawaii Energy offers rebates up to $35,000 per DCFC. High electricity costs make off-peak charging rates important.

Our adoption score (1–10) reflects a combination of EV market share, public charging density, strength of residential and commercial incentive programs, and regulatory forward-motion. It's a snapshot, not a ranking — a state scoring 5 may have excellent commercial programs even if residential adoption lags.
