EV time-of-use rates
noneThe Guam Power Authority does not publish a residential EV time-of-use rate. Guam residential electric rates remain among the highest in the United States under flat residential schedules.
Net metering / solar+EV
full retailGuam Power Authority offers net metering for residential renewable systems up to 25 kW under Public Law 27-132 (2004), with a 1:1 retail-rate credit for energy exported to the grid. Monthly excess credits carry forward but expire at the end of the calendar year with no cash payout. Public Law 37-71 expanded the non-residential cap to 500 kW in February 2024.
Right to charge
No statewide statuteGuam has no right-to-charge statute. There is no comparable territorial framework analogous to mainland HOA right-to-charge laws.
