Illinois operates a deregulated retail electricity market. ComEd and Ameren Illinois both offer residential Real-Time Pricing (hourly pricing) programs valuable for EV charging during low-cost overnight hours; whole-house TOU rates are also available. Competitive retail electric suppliers offer additional EV-friendly products.

Net metering / solar+EV

Illinois moved residential customers to supply-only net metering on January 1, 2025, under the Climate and Equitable Jobs Act. ComEd and Ameren Illinois credit exports against the supply and transmission portions of the bill only, not the full retail rate including delivery. Systems interconnected before December 31, 2024 are grandfathered into full netting for the 30-year life of the generator.

Illinois' Electric Vehicle Charging Act, effective January 1, 2024, voids any governing document or covenant that prohibits or unreasonably restricts EV charging station installation in a unit owner's unit or designated parking space. The Act covers community associations, condominiums, single-family HOAs, and rentals; tenants may install at their own expense subject to landlord-approval procedures. Modification requests are deemed approved if the association does not deny in writing within 60 days.

EV registration fees

Illinois assesses a $100 EV surcharge in addition to the standard $151 passenger registration fee, bringing the total annual EV registration cost to $251. A road usage charge (RUC) pilot program is scheduled to launch in July 2027; participation terms and per-mile rates will be set by the Illinois Department of Transportation closer to launch.

Public charging network

Tesla Supercharger, ChargePoint, Blink, EVgo, and IONNA are active. Chicago and its suburbs have strong charger density. The I-90, I-94, I-55, and I-80 corridors are well-served. Downstate Illinois has thinner coverage but NEVI investments are improving I-57 and I-72. Illinois added 411 new public charging locations in 2025, bringing the statewide DC fast charging port count to roughly 2,300, with nearly half of new sites opening without federal or state grant support.

Regulatory Environment

Illinois passed the Climate and Equitable Jobs Act (CEJA) in 2021, which established the state EV rebate program and underpins ComEd and Ameren Illinois utility EV programs. Illinois has not adopted California's Advanced Clean Cars II standards. ComEd's Beneficial Electrification Plan 2 (2026-2028) approved by the Illinois Commerce Commission directs approximately $167.7 million over three years, with $136.6 million reserved for EV charging infrastructure rebates. Under the state's EV-capable parking law, 40% of parking spaces in new construction must be EV-capable beginning January 1, 2026, rising to 50% in 2029 and 70% in 2034.
