EV time-of-use rates
some utilitiesIndiana's largest IOUs offer EV-relevant residential time-of-use options. AES Indiana publishes a residential TOU rate with EV adders. Duke Energy Indiana offers a quarterly off-peak charging credit rather than a dedicated EV TOU rate; customers should confirm current per-quarter and annual cap amounts on Duke's enrollment page. NIPSCO and CenterPoint (formerly Vectren) South do not currently publish a residential EV TOU.
Net metering / solar+EV
net billingIndiana ended retail-rate net metering for the five large investor-owned utilities on July 1, 2022, under Senate Enrolled Act 309 (2017). Excess generation is now credited at the prior-year wholesale rate plus 25 percent, an Excess Distributed Generation (EDG) credit that runs roughly 70 to 80 percent lower than retail. Customers interconnected before the cutoff are grandfathered into legacy net metering through July 1, 2047.
Right to charge
No statewide statuteIndiana has no right-to-charge statute. HOAs and condominium associations may lawfully restrict or prohibit EV charging station installation, subject only to general architectural-review obligations under the governing documents.
EV registration fees
Indiana indexes the fee annually under IC 9-18.1-5-12 using the special fuel tax index factor. Calendar-year 2026 fees rose to $242 for EVs and $81 for plug-in hybrids.

Public charging network
Tesla Supercharger, ChargePoint, and Blink are active. Indianapolis has the strongest charger density. I-65 (Chicago to Louisville) and I-70 (Indianapolis to Ohio) are primary NEVI targets. Indiana's position as a major interstate hub means corridor coverage serves significant through-traffic.

Regulatory Environment
Indiana has no ZEV mandate and no state EV purchase rebate. INDOT paused its Charging the Crossroads NEVI program in February 2025 pending federal review and resumed contracting after the Federal Highway Administration released revised NEVI guidance on August 11, 2025. The first round of 39 site awards is moving toward construction, with most projects expected to be energized by the end of 2026; INDOT has signaled a second round of awards for Q2 or Q3 2026. The state's large auto parts manufacturing sector continues transitioning to EV components, with Stellantis, Subaru, and Honda all operating major Indiana facilities.
