Mississippi has no state EV rebate, no ZEV mandate, and is among the lowest-adoption states in the US. Mississippi Power, Entergy Mississippi, and TVA-served electric cooperatives do not currently publish dedicated EV rate riders or residential charger rebates. EV time-of-use rates
rareNeither Entergy Mississippi nor Mississippi Power (a Southern Company subsidiary) currently publishes a dedicated residential EV time-of-use rate. Both investor-owned utilities offer optional whole-house TOU schedules through Mississippi Public Service Commission tariff filings, but EV-specific pricing is not broadly available. Electric cooperatives serving northern Mississippi distribute TVA wholesale power, and most cooperatives statewide rely on flat residential rates.
Net metering / solar+EV
net billingMississippi adopted Net Renewable Generation Rules through Public Service Commission Order in 2022, replacing the prior net metering rule. Exports are credited at avoided cost plus a 2.5 cent per kWh adder for residential customers; a second 2 cent per kWh adder applies to customers at or below 250 percent of the federal poverty line. The rule is in place for at least five years from the order date.
Right to charge
No statewide statuteMississippi has no right-to-charge statute. HOAs and condominium associations may lawfully restrict or prohibit EV charging station installation, subject only to general architectural-review obligations under the governing documents.
EV registration fees
Mississippi indexes both fees annually to the Consumer Price Index under Miss. Code § 27-19-23.

Public charging network
ChargePoint and Blink have minimal presence. Jackson has basic coverage. I-55 (Memphis to New Orleans) is the primary NEVI corridor. Mississippi's warm climate means no cold-weather range concerns, but charging infrastructure is among the thinnest in the country.
Station-network counts for Mississippi will appear here once the next AFDC ingest runs.
Regulatory Environment
