noneLUMA Energy does not publish a residential EV-specific time-of-use rate. Standard residential service applies to home charging, and Puerto Rico's retail electricity rates are among the highest in any US jurisdiction.
Net metering / solar+EV
full retailPuerto Rico's net metering program was established under Act 114 of 2007, reaffirmed within the broader energy policy framework of Act 17 of 2019 (Puerto Rico Energy Public Policy Act), and extended by Act 10 of 2024, which preserves retail-rate (1:1) credits for residential exports. The Puerto Rico Energy Bureau oversees net metering implementation by LUMA Energy and PREPA.
Right to charge
No statewide statutePuerto Rico has no right-to-charge statute. There is no comparable territorial framework analogous to mainland HOA right-to-charge laws.
