Dominion Energy South Carolina, Duke Energy Carolinas, Duke Energy Progress, and Santee Cooper each offer residential TOU rates with EV-relevant overnight discounts. Dominion's residential TOU shifts on-peak windows seasonally with a weekday afternoon and early-evening peak in summer. Duke Energy Carolinas and Duke Energy Progress both offer Residential Service Time-of-Use (RS-TOU) schedules with weekday on-peak windows that vary by season. Verify current Santee Cooper residential EV rate schedule directly with the utility.

South Carolina's two large IOUs both run net-billing successor programs under the Energy Freedom Act (Act 62 of 2019) and subsequent PSC orders. Duke Energy Carolinas and Duke Energy Progress transitioned from retail-rate net metering to Solar Choice tariffs that credit exports at time-varying rates below the full retail rate. Dominion Energy South Carolina's bridge net metering program has expired and new customers enroll in its successor Solar Choice tariff with export credits below retail. Santee Cooper, the state-owned public utility, runs its own residential solar tariff.

Tesla Supercharger, ChargePoint, and Blink are active. Charleston, Columbia, and Greenville/Spartanburg have the best coverage. I-95 (the Atlantic coastal corridor) is well-served. BMW's manufacturing hub in Spartanburg drives commercial EV interest. Hilton Head and Myrtle Beach resort areas have growing tourist charging demand.
