EV time-of-use rates
noneThe U.S. Virgin Islands Water and Power Authority (WAPA) does not publish a residential EV time-of-use rate. USVI residential electric rates remain among the highest in the United States under flat residential schedules, reflecting WAPA's reliance on imported fuel for generation.
Net metering / solar+EV
net billingThe U.S. Virgin Islands closed legacy net metering after hitting the 15 MW territory-wide aggregate cap. WAPA now runs the Net Energy Billing (NEB) program, which credits exports at a value below retail, with credits applied to lower future bills.
Right to charge
No statewide statuteThe U.S. Virgin Islands have no right-to-charge statute. There is no comparable territorial framework analogous to mainland HOA right-to-charge laws.

The U.S. Virgin Islands has no EV-specific registration surcharge confirmed in publicly available sources. Standard vehicle registration with the Bureau of Motor Vehicles applies to EVs.

Regulatory Environment
The Virgin Islands Water and Power Authority (WAPA) provides electricity from diesel generation. High electricity costs are standard across the territory. The USVI has set renewable energy goals, and increasing renewable generation would improve the environmental and economic case for EVs.
