EV time-of-use rates
rareAppalachian Power and Wheeling Power (both AEP subsidiaries) and Mon Power and Potomac Edison (both FirstEnergy subsidiaries) serve most West Virginia residential customers. None currently publishes a dedicated residential EV time-of-use rate. Standard residential rates remain flat for most West Virginia customers.
Net metering / solar+EV
net billingWest Virginia transitioned away from 1:1 retail-rate net metering through a Public Service Commission proceeding, with new residential exports credited at an avoided-cost-based rate below the full retail rate. Pre-transition customers are grandfathered under the prior 1:1 terms for a defined period. Specific export credit rates and grandfathering terms vary by utility and are set in each utility's tariff filings.
Right to charge
No statewide statuteWest Virginia has no right-to-charge statute. HOAs and condominium associations may lawfully restrict or prohibit EV charging station installation, subject only to general architectural-review obligations under the governing documents.

Regulatory Environment
West Virginia has strongly opposed EV mandates and has been one of the most active states in challenging federal clean energy regulations. No ZEV mandate, no state EV programs. WVDOT is administering NEVI corridor funds. The state's coal and natural gas economy creates significant political headwinds for EV policy.
